Our national leadership coordinates policy among our state organizations. It ensures that the national resources and medical knowledge of UnitedHealthcare reach our Medicaid members, and that the business efficiencies we've developed reach our state partners.

Austin Pittman

Austin Pittman is the chief executive officer of UnitedHealthcare Community & State, a division of UnitedHealth Group (NYSE: UNH). He leads the nation’s largest health benefits company delivering quality health care at an affordable cost for 25 state governments that represent more than four million individuals, including more than two million children. Prior to being named CEO at UnitedHealthcare Community & State, Austin was President of UnitedHealthcare Networks (UHN). Austin and his UHN team created focused high-performing provider care networks ready to support the largest expansion of health coverage in our lifetime. Austin also served as Chief Growth Officer for UnitedHealthcare Employer & Individual, the largest business division within UnitedHealth Group. He was appointed to that role in 2009 following several years of successful leadership positions within UnitedHealthcare’s local markets as health plan CEO of North and South Carolina and President of Texas and Oklahoma. Austin has worked in the health care industry for more than 20 years, having begun his career working in various roles for both a community-based behavioral health facility and Baylor Health Care System. Austin earned a Bachelor of Science degree from McMurry University in Abilene, Texas, a Master of Science in Business/Human Relations from Amberton University in Dallas, and a Master of Health Care Delivery Science program from Dartmouth College. Austin also served in the United States Marine Corps.

Paul Balthazor was named the Chief Financial Officer in 2011. Prior to CFO, Paul was the Vice President of Provider Innovation & Engagement. Paul has been with UnitedHealth Group for the last nine years and has served in a number of finance, operational and network leadership roles. Paul is a graduate of St. John’s University in Minnesota, where he obtained degrees in accounting and management.

Lisa Iverson is the chief of staff of UnitedHealthcare Community & State, a $23 billion division of UnitedHealth Group (NYSE: UNH). UnitedHealthcare Community & State is the nation’s largest health benefits company delivering quality health care at an affordable cost for 24 state governments that represent more than five million individuals, including more than two million children. Lisa joined UnitedHealth Group in 2002 in a finance role and has leadership experience in three of the four UnitedHealthcare business segments. She is a Certified Public Accountant and earned a Masters of Business Administration from the University of St. Thomas.

Jacqui Barton oversees the Community & State Human Capital team as the business segment Sr. Human Capital Partner. She took on this role in 2010. Jacqui had been the Sr. HCP for UnitedHealthcare Medicare & Retirement Operations since July of 2009 and prior to that, was the Managing Director of Human Capital for Northwest Airlines, where she served for 16 years.

Andrew joined Community & State in 2010 after having spent 13 years as CEO of Yamamoto Moss Mackenzie (YMM), where he started, built and then sold his agency to MDC Partners. At YMM, he oversaw a broad portfolio of clients across financial services, agriculture, fine arts and healthcare. Before YMM, Andrew was SVP of Account Services for John Ryan Company where he led the development of retail strategies for five of America’s largest banks. Originally from New York City, Andrew was working for JP Morgan Chase as Director of Marketing for Investment Products, when he met the agency’s Minneapolis account manager. Andrew moved to Minnesota to marry her, and now has four children and four grandchildren. He’s also an avid photographer, guitar player and part-time farmer.

Bror Hultgren is the Senior Vice President of our Complex Population Programs at UnitedHealthcare Community & State. In this role, he is responsible for building the infrastructure to manage and support our complex populations. Bror has extensive background and expertise in the complex care area. Prior to this role, Bror served as the Central Region CEO. He also served as regional vice president, West Region, for our Evercare health plan operations. Bror received his Bachelor of Arts in Psychology from Hobart College in Geneva, New York. He received his Master of Business Administration and his Master of Science in Health Administration from the University of Colorado at Denver.


Yasmine Winkler

Yasmine has more than 30 years in the health insurance industry. She has extensive experience in accreditation, quality improvement, business process development, marketing, product development and innovation. Prior to taking on her current role, she was the Chief Marketing, Product and Innovation Officer for Employer & Individual, another division of UnitedHealthcare. Yasmine’s extensive experience across many disciplines and market segments in health insurance has given her a unique ability to develop and match health insurance business solutions to the needs of the marketplace. Before joining UnitedHealth Group, she held several positions with BlueCross/BlueShield of Illinois, Texas, New Mexico and Oklahoma (HCSC) as well as Chicago HMO. She has served on the Utilization Review Accreditation Commission (URAC) team that developed consumer-driven health standards and on the IL Governor’s Council on Accreditation. She is an alumna of the Chicago-based Leadership Greater Chicago program, served on the NHHF Board and is a member of Women in the Boardroom, National Hispanic Latina Institute (NHLI), PDMA and The Alumni Society Advisory Board. She attended Northeastern Illinois University and received her B.A. in English and Environmental Studies. She has a M.S in Health Care Delivery Science from the Tuck School of Business and the Geisel School of Medicine at Dartmouth College.

Sue Schick is Chief Growth Officer at UnitedHealthcare Community & State, a division of UnitedHealthcare within UnitedHealth Group. In this role, Sue is responsible for designing and building innovative strategies to support government customers and help our members live healthier lives. Prior to this role, Sue was the Chief Executive Officer of UnitedHealthcare of Pennsylvania. In that role Sue had executive oversight for all Medicaid, Children’s Health Insurance Program (CHIP), Dual Special Needs Plans (DSNP) Medicare, C&S Medicare Advantage as well as commercial products distributed by UnitedHealthcare of Pennsylvania. Prior to this role, Sue held a variety of business development leadership roles, including National Vice President of Distribution Strategies and Regional Vice President of Sales. She joined UnitedHealthcare over ten years ago and has over 25 years of leadership experience in the health and employee benefits industry. Sue holds a Bachelor of Science in economics/business from Randolph-Macon College in Ashland, Virginia, where she is an active volunteer, including serving on the Board of Trustees and as past president of the Society of Alumni.

Heather Cianfrocco was named to her current position in March 2012 and, prior to that served as President of the Pennsylvania plan since 2010. Heather has a long and diverse history with UnitedHealthcare, including more than 12 years serving in leadership positions in legal, compliance, operations, and contracting areas. Before joining UnitedHealthcare, she worked in private legal practice at various law firms in Pittsburgh, where she concentrated her practice in corporate and securities law and represented health care entities in mergers and acquisitions. Heather has a B.A. from the Pennsylvania State University and a Juris Doctorate from Duquesne University School of Law.


John Lovelady

Southeast Region CEO

John Lovelady serves as the southeast regional president for UnitedHealthcare Community & State which includes Florida, Georgia, Louisiana, Mississippi and Tennessee. Prior to this role he was responsible for UnitedHealthcare’s relationship with care delivery providers, which encompasses commercial, Medicare and Medicaid businesses. John joined UnitedHealthcare in 2005 as vice president of network management for the Texas and Oklahoma markets where he oversaw networks, provider service and aspects of the PacifiCare acquisition. Prior to that, he held various positions in network and finance with PacifiCare and Humana. John earned his MBA degree from Texas State University and a BBA degree in finance from Texas Tech University. In 2014, he earned an MS degree in health care delivery science with concentrations in leadership and quality at Dartmouth College. The Master of Health Care Delivery Science program is a unique collaborative between the Tuck School of Business and The Dartmouth Institute for Health Policy and Clinical Practice (TDI).

Jeri Jones previously served as CEO of West Region for UnitedHealthcare Employer & Individual since June, 2011. Prior to this role, Jeri held the position of the West Region Chief of Staff for Employer & Individual, where she was an integral member of the leadership team. Jeri joined UnitedHealthcare in 1999 and has held a variety of positions in Employer & Individual, including as Vice President of Network, Chief Operating Officer of Colorado, Executive Director of New Mexico, Chief Operating Officer of the Southwest Region and National Senior Vice President of Key Accounts. Prior to joining UnitedHealthcare, Jeri was the CEO of a significant multi-specaility IPA/MSO in Colorado, after leaving a ten-year role with another national carrier. Jeri holds a bachelor's of science degree in accounting from Northern Arizona University and is a Certified Public Accountant. Jeri serves on the Board of Directors for Valley of the Sun YMCA, Arizona Chamber of Commerce, Arizona Health-e Connection and the Downtown Phoenix Partnership. She is also the 2013 Chairperson for the American Heart Association’s, ‘Go Red For Women’ campaign.

Rita Johnson-Mills has been appointed CEO of UnitedHealthcare Community Plan of Tennessee effective July 2014. The state-wide plan currently services 600,000 Medicaid and Medicare members, providing health coverage for physical health, long term care and behavioral health programs. Prior to these roles, Rita served on the executive team of UnitedHealthcare Community & State, one of the country’s largest Medicaid managed care companies, where she oversaw the Business Transformation and Performance Excellence and Accountability functions for the Company. She joined UnitedHealth Group in 2008 and began her career at UnitedHealth Group as managing the Northeast Region Health Plan Operations overseeing a region of six states serving more than one million members, primarily in Medicaid and Children’s Health Insurance Programs. Rita received her undergraduate degree from Lincoln University – Missouri in Criminal Justice Administration and has dual Masters from Ohio State University in Labor/Human Resource Management and Public Policy and Management. Rita is also a certified UnitedHealthcare Culture Facilitator.

Pam Stahl became the health plan CEO in 2014. Prior to this role, she served as Senior Vice President for Consumer Engagement in the UnitedHealthcare Office of the Consumer. In this role, she is responsible for developing and implementing strategies to simplify and personalize the interactions with consumers. She is the Business Owner for Advocate4Me which is a partnership with Optum to radically transform the Company’s service model. Previously, Pam served in a variety of roles including, Senior Vice President of Sales Operations and Organizational Effectiveness for the Employer and Individual business within UnitedHealthcare, led the Women’s Health Line of Service within UnitedHealth Networks, and was Senior Vice President of Marketing with responsibility for consumer, physician and ethnic marketing. Pam joined UnitedHealthcare in 2006 bringing with her 18 years of business, sales, and marketing leadership experience from companies such as Merck, AstraZeneca, American TeleCare, and Orphan Medical. She received her Bachelor of Arts degree from St. Olaf College in Biology.

Nancy has been with UnitedHealthcare (formally John Deere Health Care) since 1987.

Don has a degree from the University of Connecticut and is a certified CPA.

Michael is Chief Executive Officer of UnitedHealthcare Community Plan of Florida, the Medicaid division of UnitedHealthcare within UnitedHealth Group. The statewide plan currently serves more than 2.6 million Floridians through employer-sponsored, Medicaid and Medicare health plans. Prior to joining UnitedHealthcare in 2014, Michael was Vice President of Managed Care and Network Development for the University of Florida Health. He has served for more than 15 years in various executive roles in health systems and managed care organizations. Michael has extensive experience in the Medicaid business and has operated health plans serving beneficiaries in Ohio, Kentucky, Florida, Missouri and Michigan. Michael earned a Bachelor of Science degree from Michigan State University in Economics and Psychology and a Master of Health Administration degree from The Ohio State University.

Karen Saelens is the Executive Director of our Long-Term Care Health Plan in Arizona, for UnitedHealthcare Community Plan. She is responsible for all aspects of health plan performance and operations for the ALTCS Medicaid program serving Arizona's most vulnerable residents. Karen was named Executive Director in 2012. She has been with UnitedHealthcare Community and State since 1995, holding varying leadership roles in operations. In her most recent role, she served as West Region Director for Health Plan Operations.

Joseph is the Chief Operating Officer of UnitedHealthcare Plan of Arizona, the Medicaid division of UnitedHealthcare within UnitedHealth Group. Prior to this role, he served as the Chief Financial Officer for the Central Region of UnitedHealthcare Community & State. Joseph has a long history with UnitedHealthcare, having joined the company in 1999 as the Chief Financial Officer in Arizona. He also served as Vice President of Affordability for the South Region and as Chief Financial Officer for the West Region/Public Sector. He has over 20 years of diverse experience in senior leadership positions, with strong expertise in strategic financial management, reporting, budgeting, acquisition due diligence, capital financing, cash management, receivables management and healthcare benefit consulting. Joseph received his B.S. in Accounting from Arizona State University, graduating magna cum laude and received his C.P.A. from the State of Arizona. Joseph also attended the Wharton School of Business and completed UnitedHealthcare President’s Leadership Development Program and the UnitedHealth Group General Manager Program.

Tim Spilker is Chief Executive Officer of UnitedHealthcare Community Plan of Kansas. Prior to this role, he served as Vice President of Member Engagement for the Company’s Medicaid business. Tim has spent his career working to improve communities and make a difference in the lives of others. He began his work experience in the nonprofit sector, and later developed and led the nonprofit business unit of a community development bank, where he served grassroots nonprofit advocacy and health organizations. He founded several nonprofits, including an organization that raises money for pediatric brain tumor research. Tim earned a B.S. degree from Northwestern University in Communications and Sociology and holds an M.B.A. degree from Harvard Business School.
