Austin Pittman

Austin Pittman is the chief executive officer of UnitedHealthcare Community & State, a division of UnitedHealth Group (NYSE: UNH). He leads the nation’s largest health benefits company delivering quality health care at an affordable cost for 25 state governments that represent more than four million individuals, including more than two million children. Prior to being named CEO at UnitedHealthcare Community & State, Austin was President of UnitedHealthcare Networks (UHN). Austin and his UHN team created focused high-performing provider care networks ready to support the largest expansion of health coverage in our lifetime. Austin also served as Chief Growth Officer for UnitedHealthcare Employer & Individual, the largest business division within UnitedHealth Group. He was appointed to that role in 2009 following several years of successful leadership positions within UnitedHealthcare’s local markets as health plan CEO of North and South Carolina and President of Texas and Oklahoma. Austin has worked in the health care industry for more than 20 years, having begun his career working in various roles for both a community-based behavioral health facility and Baylor Health Care System. Austin earned a Bachelor of Science degree from McMurry University in Abilene, Texas, a Master of Science in Business/Human Relations from Amberton University in Dallas, and a Master of Health Care Delivery Science program from Dartmouth College. Austin also served in the United States Marine Corps.

Paul Balthazor was named the Chief Financial Officer in 2011. Prior to CFO, Paul was the Vice President of Provider Innovation & Engagement. Paul has been with UnitedHealth Group for the last nine years and has served in a number of finance, operational and network leadership roles. Paul is a graduate of St. John’s University in Minnesota, where he obtained degrees in accounting and management.

Jacqui Barton

Jacqui Barton

Sr. Human Capital Partner

Jacqui Barton oversees the Community & State Human Capital team as the business segment Sr. Human Capital Partner. She took on this role in 2010. Jacqui had been the Sr. HCP for UnitedHealthcare Medicare & Retirement Operations since July of 2009 and prior to that, was the Managing Director of Human Capital for Northwest Airlines, where she served for 16 years.

Andrew joined Community & State in 2010 after having spent 13 years as CEO of Yamamoto Moss Mackenzie (YMM), where he started, built and then sold his agency to MDC Partners. At YMM, he oversaw a broad portfolio of clients across financial services, agriculture, fine arts and healthcare. Before YMM, Andrew was SVP of Account Services for John Ryan Company where he led the development of retail strategies for five of America’s largest banks. Originally from New York City, Andrew was working for JP Morgan Chase as Director of Marketing for Investment Products, when he met the agency’s Minneapolis account manager. Andrew moved to Minnesota to marry her, and now has four children and four grandchildren. He’s also an avid photographer, guitar player and part-time farmer.

Bror has a long history with UnitedHealthcare, having served as senior vice president of Complex Care just prior to his 2012 appointment with the Central Region. He joined the company in 2000 to lead Medicaid programs for Colorado. He also served as regional vice president, West Region, for our Evercare health plan operations. Prior to joining UnitedHealthcare, Bror oversaw government programs for Rocky Mountain Health Plans. Bror received his Bachelor of Arts in Psychology from Hobart College in Geneva, New York. He received his Master of Business Administration and his Master of Science in Health Administration from the University of Colorado at Denver.


Bill Hagan

Chief Growth Officer, UnitedHealthcare Community & State

William Hagan is the Chief Growth Officer at UnitedHealthcare Community & State, the Medicaid division within UnitedHealth Group. In this role, Bill has national responsibility for Business Development & Sales, Delivery System Transformation & Payment Reform, Product Management & Innovation, and Public Relations. He previously served as Regional President at Community & State where he managed western region Health Plan operations, Accountable Care deployment and national Clinical Operations. Prior to that, Bill was CEO of the Arizona Health Plan and CEO of the Wisconsin Health Plan. In his 12 years with UnitedHealthcare, he also served as CEO of the company's Administrative Services Organization subsidiary, Information Network Corporation managing Claims, Member & Provider Services, Information Technology and Provider Data Management. Before joining UHC, Bill held executive positions at XMLSolutions, IBM Global Services and American Express.

Heather Cianfrocco was named to her current position in March 2012 and, prior to that served as President of the Pennsylvania plan since 2010. Heather has a long and diverse history with UnitedHealthcare, including more than 12 years serving in leadership positions in legal, compliance, operations, and contracting areas. Before joining UnitedHealthcare, she worked in private legal practice at various law firms in Pittsburgh, where she concentrated her practice in corporate and securities law and represented health care entities in mergers and acquisitions. Heather has a B.A. from the Pennsylvania State University and a Juris Doctorate from Duquesne University School of Law.


Jeri Jones

West Region President

Jeri Jones previously served as CEO of West Region for UnitedHealthcare Employer & Individual since June, 2011. Prior to this role, Jeri held the position of the West Region Chief of Staff for Employer & Individual, where she was an integral member of the leadership team. Jeri joined UnitedHealthcare in 1999 and has held a variety of positions in Employer & Individual, including as Vice President of Network, Chief Operating Officer of Colorado, Executive Director of New Mexico, Chief Operating Officer of the Southwest Region and National Senior Vice President of Key Accounts. Prior to joining UnitedHealthcare, Jeri was the CEO of a significant multi-specaility IPA/MSO in Colorado, after leaving a ten-year role with another national carrier. Jeri holds a bachelor's of science degree in accounting from Northern Arizona University and is a Certified Public Accountant. Jeri serves on the Board of Directors for Valley of the Sun YMCA, Arizona Chamber of Commerce, Arizona Health-e Connection and the Downtown Phoenix Partnership. She is also the 2013 Chairperson for the American Heart Association’s, ‘Go Red For Women’ campaign.

Kelly Simonson is a graduate of the Pennsylvania State University where she earned a Bachelor of Science Degree in Nursing. Kelly received a Master's Degree in Health Services Administration from the University of Saint Francis. She is a board member of the Southern Nevada Immunization Coalition.

Doug Bowes was appointed Washington’s plan president when it launched in July 2012. He joined UnitedHealthcare Community Plan after more than 20 years of industry experience in specialty managed healthcare, and behavioral health. Prior to joining UnitedHealthcare, Doug spent the past 14 year at Magellan Health Care. He has a master's degree in social work from New York University.

Scott Bowers joined the UnitedHealthcare Community Plan of Tennessee team as President and Chief Executive Officer in March 2010. Prior to coming to Tennessee, he was the CEO of UnitedHealthcare Community & State plans in Ohio, Maryland, and Washington, DC.

Carter also received accreditation from the Wharton School of Business in conjunction with the UnitedHealth Group Executive Development Program.

Darrin’s community involvement includes serving on the board of Bethany Christian Business Professionals Association, President; National Association of Health Services Executives—Delaware Valley Chapter; and as an advisory board member for the Salvation Army of Southwest New Jersey. He holds a B.A. in Business Administration from Temple University; a Master’s degree in Organizational Management from the University of Phoenix, and a certification from The George Washington University School of Business for Managing Projects.

Rick Reeves joined UnitedHealthcare in the fall of 2009 as Chief Operating Officer of the company’s Maryland State-Sponsored Programs and was promoted to President and CEO of the Maryland Medicaid Managed Care Organization in June 2010. Prior to joining UnitedHealthcare, Rick served as Vice President and Account Executive to the Centers for Medicare & Medicaid Services (CMS). Rick has a Bachelors Degree in Accounting from Simpson College in Iowa and an MBA from Drake University.

Prior to joining UnitedHealth Group, Tracy held Network related roles at Extendicare Health Services and Holy Cross Care Services as well as served as a licensed Speech-Language Pathologist at The Ohio State University Medical Center. She holds Certificates in Clinical Competence and Case Management. Tracy lives in Westerville, Ohio.

Don has a degree from the University of Connecticut and is a certified CPA.

She is responsible for all aspects of health plan performance and operations for the ALTCS Medicaid program serving Arizona's most vulnerable residents. Karen was named Executive Director in 2012. She has been with UnitedHealthcare Community and State since 1995, holding varying leadership roles in operations. In her most recent role, she served as West Region Director for Health Plan Operations.

Tim Spilker is President of UnitedHealthcare Community Plan of Kansas. Prior to this role, he served as Vice President of Member Engagement for the Company’s Medicaid business. Tim has spent his career working to improve communities and make a difference in the lives of others. He began his work experience in the nonprofit sector, and later developed and led the nonprofit business unit of a community development bank, where he served grassroots nonprofit advocacy and health organizations. He founded several nonprofits, including an organization that raises money for pediatric brain tumor research. Tim earned a B.S. degree from Northwestern University in Communications and Sociology and holds an M.B.A. degree from Harvard Business School.
