Austin Pittman is the chief executive officer of UnitedHealthcare Community & State, a division of UnitedHealth Group (NYSE: UNH). He leads the nation’s largest health benefits company delivering quality health care at an affordable cost for 25 state governments that represent more than four million individuals, including more than two million children. Prior to being named CEO at UnitedHealthcare Community & State, Austin was President of UnitedHealthcare Networks (UHN). Austin and his UHN team created focused high-performing provider care networks ready to support the largest expansion of health coverage in our lifetime. Austin also served as Chief Growth Officer for UnitedHealthcare Employer & Individual, the largest business division within UnitedHealth Group. He was appointed to that role in 2009 following several years of successful leadership positions within UnitedHealthcare’s local markets as health plan CEO of North and South Carolina and President of Texas and Oklahoma. Austin has worked in the health care industry for more than 20 years, having begun his career working in various roles for both a community-based behavioral health facility and Baylor Health Care System. Austin earned a Bachelor of Science degree from McMurry University in Abilene, Texas, a Master of Science in Business/Human Relations from Amberton University in Dallas, and a Master of Health Care Delivery Science program from Dartmouth College. Austin also served in the United States Marine Corps.
Chief Operations Officer
Paul Balthazor was named Chief Operation Officer of UnitedHealthcare Community & State in June, 2015. Prior to this role, he served as Chief Financial Officer, Vice President, Network Strategy and Administration, and also served in a number of finance, operational and network leadership roles.
Dr. Ana Fuentevilla
Chief Medical Officer
Dr. Fuentevilla is the Chief Medical Officer of UnitedHealthcare Community & State where she is responsible for the overall clinical functions of the organization. Prior to this role, Dr. Fuentevilla was the Central and West Region Chief Medical Officer for Clinical Services supporting UnitedHealthcare’s key leadership deliverables. Dr. Fuentevilla is a board member for the Arizona Medicare Directors Association, and is also a member of the Arizona Geriatric Society and National Hispanic Medical Association.
Chief Financial Officer
Lisa Iverson is the Chief Financial Officer for UnitedHealthcare Community & State. Prior to this role, she served as Chief of Staff for the business. Lisa joined UnitedHealth Group in 2002 in a finance role and has leadership experience in three of the four UnitedHealthcare business segments.
Chief Growth Officer
Sue Schick is the Chief Growth Officer at UnitedHealthcare Community & State and is responsible for designing and building innovative strategies to support government customers and help our members live healthier lives. Prior to this role, Sue was the Chief Executive Officer of UnitedHealthcare of Pennsylvania and before that she held a variety of business development leadership positions, including National Vice President of Distribution Strategies and Regional Vice President of Sales. She joined UnitedHealthcare over ten years ago and has over 25 years of leadership experience in the health and employee benefits industry.
Chief Marketing Officer
Steven Cragle is Chief Marketing Officer for UnitedHealthcare Community & State where he leads the marketing, public relations, and internal communications teams. Prior to this role, Steve served as Vice President of Global Communications at Merck, an American pharmaceutical company located in New Jersey. With nearly 25 years of experience, Steve has a strong background in corporate and business marketing and strategy, relationship management, government, and health care where he forged connections between ideas, products and services.
Vice President Human Capital
Jacqui Barton has led the Human Capital team at UnitedHealthcare Community & State since 2010. Prior to this role, she was the Senior Human Capital Partner for UnitedHealthcare Medicare & Retirement Operations since July of 2009. Before joining UnitedHealthcare, she was the Managing Director of Human Capital for Northwest Airlines, where she served for 16 years.
Vice President, Business Development
Anita is the Vice President of Business Development at UnitedHealthcare Community & State where she helps lead company growth. Prior to this role, Anita was Senior Vice President of Performance Strategy at Optum. With more than 30 years of experience in health care, Anita has a strong back-ground in management of integrated delivery systems, organizational and human resources management, health care operations, business strategy execution, and relationship management.
Vice President, State Programs
Catherine is the Vice President of State Programs at UnitedHealthcare Community & State where she leads business development initiatives consistent with the organization’s overall strategy. Prior to this role, Catherine was Vice President of Health Policy for UnitedHealthcare Community & State and had the national responsibility for shaping the policy agenda, along with positioning UnitedHealthcare as the preeminent thought leader in state and federal health programs.
Northeast Region CEO
Tim Spilker is the Chief Executive Officer for UnitedHealthcare Community & State’s Northeast Region. This region includes Delaware, Massachusetts, Maryland, New Jersey, New York, Pennsylvania, and Rhode Island. Before accepting this role, he served as the UnitedHealthcare Community Plan of Kansas Chief Executive Officer. Prior to joining UnitedHealthcare, Tim worked in a variety of industries, including consumer products, community development banking, and nonprofit organizations.
Southeast Region CEO
John Lovelady serves as the Southeast Region CEO for UnitedHealthcare Community & State which includes Florida, Georgia, Louisiana, Mississippi and Tennessee. Prior to this role he was responsible for UnitedHealthcare’s relationship with care delivery providers, which encompasses commercial, Medicare and Medicaid businesses. John joined UnitedHealthcare in 2005 as vice president of network management for the Texas and Oklahoma markets where he oversaw networks, provider service and aspects of the PacifiCare acquisition.
Central Region CEO
Yasmine Winkler is the Chief Executive Officer of the Central Region of UnitedHealthcare Community & State. She is also the leader of the innovation delivery model for Community & State, where we are expanding to a holistic set of social services including housing, education, transportation, nutrition and health care. Prior to taking on these roles in February 2015, Yasmine was the Chief Marketing, Product and Innovation Officer for Employer & Individual, another division of UnitedHealthcare.
West Region CEO
Jeri Jones serves as the West Region CEO for UnitedHealthcare Community & State. She previously served as CEO of West Region for UnitedHealthcare Employer & Individual. Prior to this role, Jeri held the position of the West Region Chief of Staff for Employer & Individual, where she was an integral member of the leadership team. Jeri joined UnitedHealthcare in 1999 and has held a variety of positions in Employer & Individual, including as Vice President of Network, Chief Operating Officer of Colorado, Executive Director of New Mexico, Chief Operating Officer of the Southwest Region and National Senior Vice President of Key Accounts.

Allison joined UnitedHealthcare in April 2016, bringing a legacy of strong leadership in the local market and a solid working relationship with the State of Louisiana. Prior to joining UnitedHealthcare, she served as Senior Vice President of Benefits for Blue Cross Blue Shield (BCBS) of Louisiana, where she was responsible for a staff of over 1,000 including Claims, Customer Service and Membership, the Federal Employee Health Benefit Program (FEHBP), and Adjustments and Coordination of Benefits. Allison has a strong background in Acquisition Integration, IT Compliance, Business Transformation, Implementation and Data Center Outsource/Relocation. She has also previously served as the Corporate Vice President of Enterprise Applications and Development Support and Vice President of Information Technology at Cendant Corporation. Allison currently serves on the Board of Directors for Young Leaders Academy, Southern University Foundation, Baton Rouge Symphony Orchestra, and is on the Advisory Board of Women Business Leaders in Healthcare. She has served on the Executive Support Team for American Heart Association Go Red for Women and has been a part of the American Heart Association Circle of Red. She was named “One of the Most Powerful Women in the South” by Forbes Magazine 2011 and 2012. Allison earned her Bachelor of Arts from Tufts University in Medford, MA.
UnitedHealthcare Community Plan of Tennessee
Rita Johnson-Mills has been appointed CEO of UnitedHealthcare Community Plan of Tennessee effective July 2014. The state-wide plan currently services 600,000 Medicaid and Medicare members, providing health coverage for physical health, long term care and behavioral health programs. Prior to these roles, Rita served on the executive team of UnitedHealthcare Community & State, one of the country’s largest Medicaid managed care companies, where she oversaw the Business Transformation and Performance Excellence and Accountability functions for the Company. She joined UnitedHealth Group in 2008 and began her career at UnitedHealth Group as managing the Northeast Region Health Plan Operations overseeing a region of six states serving more than one million members, primarily in Medicaid and Children’s Health Insurance Programs. Rita received her undergraduate degree from Lincoln University – Missouri in Criminal Justice Administration and has dual Masters from Ohio State University in Labor/Human Resource Management and Public Policy and Management. Rita is also a certified UnitedHealthcare Culture Facilitator.
Jocelyn Chisholm Carter
Health Plan of Mississippi
Jocelyn Chisholm Carter is the Chief Executive Officer for United Healthcare’s Mississippi health plan. Carter received her Bachelor of Science in 1989 from Georgia Southern University and graduated Cum Laude with a Juris Doctorate from the University of Baltimore School of Law in 1995. Carter also received accreditation from the Wharton School of Business in conjunction with the UnitedHealth Group Executive Development Program.
New York Health Plan
Pat Celli has been CEO of the New York Health plan since 2007. Prior to that, he was President of the New Jersey Health Plan for over four years. He maintains responsibility for the management of the New York Health Plan and all key program areas, including Medical Operations, Network Management, Finance, Utilization Management, Claims Administration, Information Technology, Health Plan Operations, Quality Improvement and Integrated Case Management. Pat has a B.S. in Accounting from the St John’s University and is a Certified Public Accountant in New York State.

Bernadette is the Chief Executive Officer of the UnitedHealthcare Community Plan of Massachusetts. Before this role, Bernadette served as the Chief Operating Officer of the Massachusetts Community Plan where she led all health care operations. Bernadette brings more than 20 years of experience in Medicare, Medicaid, commercial and Massachusetts health reform products.

Patrice is the Chief Executive Officer of UnitedHealthcare Community Plan of Rhode Island. Before taking on this role, Patrice served as Executive Director of the Rhode Island AmeriChoice Health Plan. Patrice has more than two decades of experience in Medicaid and commercial health healthcare products.
New Jersey Health Plan
Scott Waulters is CEO of UnitedHealthcare Community Plan (UHCCP) for the state of New Jersey and Pennsylvania. In this role, he is responsible for UHCCP’s health plan operations, as well as the company’s health care management services, health care delivery systems, health care economics and customer service operations. Mr. Waulters has more than two decades of experience in managed care and health care benefits including Medicaid, Medicare, Long Term Care and Commercial operations. He joined UnitedHealthcare in 2008 as national vice president of network strategy, planning and performance overseeing network operations for 24 markets. Scott earned a B.A. degree with an emphasis in organizational psychology at California University of Pennsylvania.
UnitedHealthcare Community Plan of Delaware
Darrin is Chief Executive Officer of the UnitedHealthcare Community Plan of Delaware and directs the strategic development, growth and operations of the health plan. Prior to this role, he was Regional Vice President for marketing and field sales within Community & State, and led their growth agenda for Medicaid expansion driven by the Affordable Care Act. Darrin’s community involvement includes serving on the board of Bethany Christian Business Professionals Association, President; National Association of Health Services Executives—Delaware Valley Chapter; and as an advisory board member for the Salvation Army of Southwest New Jersey. He holds a B.A. in Business Administration from Temple University; a Master’s degree in Organizational Management from the University of Phoenix, and a certification from The George Washington University School of Business for Managing Projects.

Donna is Chief Executive Officer of the UnitedHealthcare Community Plan of Maryland. Prior to this role, Donna served as Chief Financial Officer for the Massachusetts and Rhode Island Community Plans where she led the financial functions and provided leadership support for the Massachusetts Senior Care Options and Rhode Island Medicaid market.
UnitedHealthcare Community Plan of Pennsylvania
Allison is the Chief Executive Officer of the UnitedHealthcare Community Plan of Pennsylvania. Before taking this role, Allison served as Chief of Staff for the Northeast and Southeast regions utilizing her prior expertise as a Compliance Officer for the Pennsylvania Community Plan, and Executive Director for the Delaware Community Plan.
Ohio Health Plan
Tracy Davidson has been CEO of the Ohio Health Plan in 2011. Prior to joining Community & State, Tracy worked for UnitedHealthcare Medicare & Retirement in a variety of roles. Prior to joining UnitedHealth Group, Tracy held Network related roles at Extendicare Health Services and Holy Cross Care Services as well as served as a licensed Speech-Language Pathologist at The Ohio State University Medical Center. She holds Certificates in Clinical Competence and Case Management. Tracy lives in Westerville, Ohio.

Dennis has been CEO of the Michigan Health Plan since July 2014. Prior to joining Community & State, he worked for Aetna, CareAdvantage, and held a variety of positions with Cigna Corporation. Dennis is a strategic leader with experience and exceptional skills in general management, business development, innovation, organizational transformation and achieving bottom-line results. He holds a Bachelor of Arts Degree in Economics from Kean University.
UnitedHealthcare Community Plan of Wisconsin
Pam Stahl became the health plan CEO in 2014. Prior to this role, she served as Senior Vice President for Consumer Engagement in the UnitedHealthcare Office of the Consumer. In this role, she is responsible for developing and implementing strategies to simplify and personalize the interactions with consumers. She is the Business Owner for Advocate4Me which is a partnership with Optum to radically transform the Company’s service model. Previously, Pam served in a variety of roles including, Senior Vice President of Sales Operations and Organizational Effectiveness for the Employer and Individual business within UnitedHealthcare, led the Women’s Health Line of Service within UnitedHealth Networks, and was Senior Vice President of Marketing with responsibility for consumer, physician and ethnic marketing. Pam joined UnitedHealthcare in 2006 bringing with her 18 years of business, sales, and marketing leadership experience from companies such as Merck, AstraZeneca, American TeleCare, and Orphan Medical. She received her Bachelor of Arts degree from St. Olaf College in Biology.

Kim Foltz is the Chief Executive Officer of the UnitedHealthcare Community Plan of Iowa. Prior to this role, Kim worked for Meridian Health Plan where she served as Director of Operations and the Interim Director of Network Development responsible for the leadership and oversight of the health plan’s operations.

Kathy Mallatt, Plan Chief Executive Officer for Nebraska and Iowa, rejoined UnitedHealthcare Community and State in June 2010. Kathy is a graduate of the University of Nebraska-Lincoln, and has served on the Board for the Women’s Fund of Greater Omaha. Don has been the CEO of the Texas Health Plan since March 2012. Prior to this role, he served as the president of the Connecticut and Delaware Health Plans for four years. Don joined UnitedHealth Group in 1995 and has held several senior leadership positions including chief operating officer of Community & State of New York, national vice president of program management for Community & State, and several operational positions within UnitedHealth Group. UHC Community Plan of Arizona
Joseph is the Chief Operating Officer of UnitedHealthcare Plan of Arizona, the Medicaid division of UnitedHealthcare within UnitedHealth Group. Prior to this role, he served as the Chief Financial Officer for the Central Region of UnitedHealthcare Community & State. Joseph has a long history with UnitedHealthcare, having joined the company in 1999 as the Chief Financial Officer in Arizona. Dave Heywood is the Chief Executive Officer of the UnitedHealthcare Community Plan of Hawaii. Having been one of the first UnitedHealthcare employees in Hawaii, and helping to launch the organization’s Medicare program across the islands, Dave brings a deep and strong background in finance, government and regulatory affairs, insurance, and information systems.

He founded several nonprofits, including an organization that raises money for pediatric brain tumor research. Tim earned a B.S. degree from Northwestern University in Communications and Sociology and holds an M.B.A. degree from Harvard Business School.

Kevin joined UnitedHealthcare in September 2010 with a background in Medicaid, Medicare, and Commercial health plan leadership. Prior to joining UnitedHealthcare, Kevin served as the Vice President of Business Process Operations for the Lovelace Health Plan in New Mexico where he led the overall health plan conversion to the Facets operating system. He holds a BA in Economics and an MBA from the Merage School of Management at the University of California, Irvine.
