Catherine Anderson is the Senior Vice President, Policy & Strategy at UnitedHealthcare Community & State. Catherine serves as a key member of the executive team and spearheads business development initiatives that are consistent with the company’s overall strategy. Catherine brings nearly twenty-five years of experience in policy development and legislative affairs. Prior to her current role, Catherine was Vice President of Health Policy for UnitedHealthcare Community & State and had the national responsibility for shaping the policy agenda and positioning UnitedHealthcare as the preeminent thought leader in state and federal health programs. Catherine has led strategic and business development programs for new products supporting complex Medicaid populations, Medicare-Medicaid Enrollees (MME), and Dual Special Needs Plans (DSNP). In 2017, Catherine was named a Heroine of Washington in the category of Healthcare . This award is presented by the March of Dimes and recognizes recipients for their commitment to community service.

Director of Social Impact Strategy

Eleanor leads Community & State’s social impact investment strategy to address critical public health issues, improve community health, advance housing first solutions, and build health, social service, and community capacity. She manages a $9M social impact investment portfolio, develops strategy tools and resources, and scopes investment opportunities. She represents UnitedHealthcare on key committees and working groups such as the Just in Reach Pay for Success Executive Steering Committee and the Appalachian Funders Network Health Working Group. Eleanor has worked at UnitedHealthcare for five years. Before coming to UnitedHealthcare, Eleanor managed a research-based public health program at the Friedman School of Nutrition at Tufts University. She has a Master of Science in Exercise Science/Public Health from Northeastern University and a Bachelors of Arts in International Relations from Tufts University.

Prior to this role, Heather served as Senior Vice President of Health Advancement and Clinical Transformation for UnitedHealthcare Medicare & Retirement. Before joining Medicare & Retirement, Heather served in a number of leadership roles with UnitedHealthcare Community & State including Senior Vice President of Clinical Strategy and Operations, Northeast Region CEO, Southeast Region CEO, and Community Plan of Pennsylvania CEO. Before joining UnitedHealthcare, Heather worked in private legal practices in Pittsburgh where she concentrated on corporate and securities law, representing health care entities in mergers and acquisitions

Sarah Glasheen is the Senior Director of Policy and Strategic Initiatives at UnitedHealthcare Community & State. UnitedHealthcare’s community plans proudly serve 6.4 million Medicaid members in 32 states, plus Washington D.C. In her role, Sarah focuses on developing and operationalizing initiatives related to social determinants of health, with a focus on housing, social service and health screenings and referrals, and related research and analysis. During her 14 year tenure with Community & State, she has developed extensive experience in growth and strategy operations, reporting and analytics, program tracking and evaluation, and research. Prior to her work with Community & State, Sarah held various positions with government, non-profit and research organizations, all with a focus on program management and operations. She holds a Certification in Marketing from The Wharton School, University of Pennsylvania., M.A. in Geography and Urban Studies from Temple University, and B.S. in Natural Resources Policy and Management from Cornell University.

Erin Henderson Moore is the Director of Policy & Strategy at UnitedHealthcare Community and State. In her role, Erin serves as a policy expert to Enterprise leaders, developing strategic positions to shape the direction of programs that serve complex populations and advocating for modernized Medicaid programs. Erin focuses on improving health care delivery and health care financing under value-based purchasing (VBP), supporting large-scale payment reforms, and helping to identify innovative strategies for transforming care delivery. Erin has a decade of health policy experience. Prior to joining UnitedHealthcare, Erin has held positions in the private, government, and nonprofit sectors, all with a focus on health policy and strategy. Erin has a Bachelor of Arts Degree in Political Science and History from Columbia University, a Master's degree in Public Administration, and Graduate Certificate in Nonprofit Management from the Truman School of Public Affairs at the University of Missouri.

Andy McMahon is the Vice President of Health and Human Services Policy at UnitedHealthcare Community & State. In his current role, Andy focuses on integrating and leveraging affordable housing and human services to provide better care at lower costs for populations with complex health needs. Andy works with UnitedHealthcare’s Medicaid plans and the myConnections™ team, and his portfolio includes policy and program work in affordable and supportive housing, criminal justice, child welfare, and social impact investment. Prior to joining UnitedHealthcare, Andy worked at the Corporation for Supportive Housing (CSH) for 15 years, most recently as the Vice President for Policy and External Affairs. At CSH, Andy led an array of national, state, and local efforts to align systems and integrate resources to create supportive housing opportunities for vulnerable populations. Andy also led CSH's work to develop Pay for Success and impact investing models for supportive housing. Prior to CSH, Andy held positions in both state and local government, as a lobbyist for state housing and community development agencies in Washington, D.C., and helped found and was the first executive director of a non-profit housing organization in Minnesota.

Kevin Moore is the Vice President of Policy for Health and Human Services at UnitedHealthcare Community & State. As Vice President of Health and Human Services, Kevin focuses on the development of sustainable interventions that improve the health of those we serve by identifying and addressing social, economic, workforce, transportation and nutritional barriers. Prior to this role, Kevin served as Senior Vice President of Medicaid Strategy for Aurora Health Care. Before joining Aurora Health Care, Kevin was appointed by Gov. Scott Walker to serve as Wisconsin’s Medicaid Director and Administrator of the Division of Health Care Access and Accountability in the Department of Health Services (DHS). Kevin has served on a several boards and committees including the Waste, Fraud and Abuse Elimination Task Force, the State Council on Alcohol and Drug Abuse (SCAODA), and the Wisconsin Child Abuse and Neglect Board. Kevin holds dual Bachelor of Science degrees in History and Political Science from the University of Wisconsin—Madison. He, his wife Heidi, and daughter Scout reside in Madison, WI.

Samantha O’Leary is Vice President of Public Market Strategy at UnitedHealthcare Community & State. In her role, Samantha serves as a policy expert on the emerging policy trends blending Medicaid and commercial insurance markets, including personal responsibility models and Medicaid buyin concepts. With nearly a decade health policy experience focused on the Affordable Care Act and the Medicaid program, she has developed expertise in a series of policy-focused roles across business development and consulting. Samantha is dedicated to her community and volunteers with several non-profits in the Washington, D.C. region, including the Junior League of Washington and Edu-Futuro. Samantha holds a Master of Public Policy degree from American University’s School of Public Affairs, a Master’s in Business Administration from the University of St. Thomas, and a Bachelor of Arts degree in English and Philosophy from Gettysburg College.

Allison Rizer, MHS, MBA is Vice President of Strategy & Health Policy at UnitedHealthcare where she focuses on issues related to Medicare-Medicaid integration. In this capacity, Allison addresses and anticipates the evolving policy landscape in an effort to promote sustainable solutions to serve individuals dually eligible for Medicare and Medicaid. She is a champion of policy and program design efforts both internally and externally that minimize burdens and barriers for dual eligibles navigating the complex healthcare and social services systems. Prior to joining UnitedHealthcare, Allison worked with The Lewin Group, a healthcare and human services policy consulting firm. While at Lewin, Allison’s work focused on vulnerable, aging populations. She led numerous projects with the Centers for Medicare & Medicaid Services, the Assistant Secretary for Planning and Evaluation, and the Office on Women’s Health involving the Medicare population and older lesbian and bisexual women. Her work at Lewin strived to improve health outcomes and programmatic experiences for these individuals. Allison has a Master of Health Science in Health Policy from Johns Hopkins University School of Public Health and a Master of Business Administration with a focus on Healthcare from University of St. Thomas.

Nicole Truhe is the Director of Thought Leadership at UnitedHealthcare Community & State. As the Director of Thought Leadership, Nicole leads the development and management of thought leadership strategies for the organization, specifically focusing on emerging health and human services policy and practice trends and business growth opportunities. Prior to joining UnitedHealthcare, Nicole served as the Government Affairs Director for America Forward where she led policy strategy and advocacy efforts related to Pay for Success/evidencebased policy, workforce development, career and technical education, higher education, and social innovation. Nicole also worked for over a decade at a national child welfare and children’s mental health non-profit where she advocated for policy and funding changes in the child welfare, juvenile justice, Medicaid/children’s mental health, and innovative financing policy areas. Nicole has a Bachelor’s of Arts in Political Science from Rhodes College in Memphis, TN and a Master’s in Public Administration/Public Policy from the University of Memphis.
