Before being named CEO of Community & State, Tim served as CEO of the East Region, where he was responsible for the organization’s Medicaid business strategy and operations in 12 eastern markets. Tim took on the role of CEO for the East Region at Community & State in August 2016. Before becoming East Region CEO, he served as CEO of the UnitedHealthcare Community Plan of Kansas. Tim has worked in a variety of industries, including consumer products, community development banking and nonprofit organizations. Tim earned an undergraduate degree from Northwestern University, an MBA from Harvard Business School, and a Masters in Healthcare Delivery Science from Dartmouth College.
Senior Vice President, Policy & Strategy
Catherine is the Senior Vice President of Policy & Strategy at UnitedHealthcare Community & State and is responsible for shaping the policy agenda, along with positioning UnitedHealthcare as the preeminent thought leader in state and federal health and social programs. Catherine has extensive experience supporting policy makers to develop sustainable programs focused on improving outcomes.
Regional President, National Network Strategy
Craig Anderson serves as the Regional President of National Network Strategy for UnitedHealthcare Community & State. In this role, Craig oversees all aspects of network strategy, including ensuring our comprehensive provider network meets our state customers’ requirements and is tailored to the unique needs of our members. Additionally, Craig develops strategies and solutions to bring enhanced quality and efficiency to the health care system.
Chief Financial Officer
Blake Berquist serves as the Chief Financial Officer for UnitedHealthcare Community & State. In this role, Blake leads the Community & State Finance team and provides direction to realize the long-term financial objectives for the business and ensures we’re meeting our financial commitments to our customers and state partners. Blake joined the UnitedHealth Group Corporate Development team in 2007 and most recently served as Chief Financial Officer and Vice President of Operations for our Part D business in UnitedHealthcare Medicare & Retirement. Prior to that, Blake was the chief financial officer for the Central Region within UnitedHealthcare Employer & Individual.
West Region Growth Officer
Roger Brown is the Vice President of Business Development for UnitedHealthcare’s Medicaid business where he leads our Business Development team. He is responsible for designing and leading strategies to retain and grow our markets to best support our government customers. Prior to this role Roger was with our Military & Veterans segment, and before joining UnitedHealthcare had nearly 30 years of leadership experience in the Defense Industry, both private sector and active duty, retiring as a Colonel from the US Air Force in 2012.
East Region CEO, UnitedHealthcare Community & State
Michael Cotton is the CEO for the East Region in the Medicaid business for UnitedHealthcare. Prior to this role, Michael was President and CEO at Providence St. Joseph Health System in Portland, Oregon. While there, Michael and his team achieved 5-STAR CMS ratings and growing membership with Medicaid programs nationally. Prior to that role, he was the Senior Vice President and Chief Operating Officer for Medicare Dual Eligible and Medicaid programs for Humana, Inc. He has a long history with proven leadership and experience with provider-sponsored health plans and national insurance carriers. Michael received his undergraduate degree in Business Administration from Franklin University in Columbus, Ohio. He also attended Case Western Reserve University Health Care Executive Management program, and completed his M.B.A. from Cleveland State University with a specialization in Health Care Administration.
Jennifer Dukart leads the Legal team at UnitedHealthcare Community & State. In this role, Jennifer serves as an advisor and counselor on national strategy and growth initiatives as well as legal and regulatory issues. Prior to this role, Jennifer served on the affirmative litigation and clinical legal teams at UnitedHealthcare. Before joining UnitedHealthcare, Jennifer was a litigator in private practice and at the Minnesota Attorney General’s Office and was a Registered Nurse.
West Region CEO, UnitedHealthcare Community & State
Joe Gaudio is the West Region CEO at UnitedHealthcare Community & State. Joe brings a diverse financial background to his role as West Region CEO. Joe began his career with UnitedHealth Group in 1998 serving as Chief Financial Officer of UnitedHealthcare Community Plan of Arizona, and as West Region and Public Sector CFO for United Healthcare. Joe’s most recent role was CEO of the Community Plan of Arizona. Prior to joining UnitedHealth Group, Joe served as Chief Financial Officer of Arizona Physicians IPA, Inc., a Medicaid managed care organization. Joe is a Certified Public Accountant who began his career with Arthur Andersen & Company in the Audit Division after attaining his B.S., Accounting, from Arizona State University.
Central Region CEO, UnitedHealthcare Community & State
Bror Hultgren is the Central Region CEO for UnitedHealthcare Community & State. As Central Region CEO, Bror provides leadership, guidance and support for states across the country. Prior to this role, Bror served as the Interim CEO of the UnitedHealthcare Community Plan of Iowa. He was also the Senior Vice President of Special Populations and Direct Care Models on the national clinical team for Community & State. Bror joined UnitedHealthcare in 2000 to lead Medicaid programs for Colorado and later served as Executive Director of Evercare of Colorado and West Region Vice President for Evercare. Prior to joining UnitedHealthcare, Bror worked in local and state government roles, which provided him with experience in both community and residential mental health services, mental health and child welfare case management, as well as regulatory management of Medicaid health plans. Bror earned his Bachelor of Arts degree in Psychology from Hobart College and a Master of Business Administration and a Master of Science in Health Administration from the University of Colorado at Denver.
Chief Marketing Officer, UnitedHealthcare Government Programs
Brad Hunt serves as the Chief Marketing Officer for UnitedHealthcare Government Programs, having oversight for all marketing activities related to Medicare Advantage, Medicare Part D, AARP Supplemental Health Insurance plans and all Medicaid plans. Brad’s UnitedHealth Group career began in 2007 with United's OptumRX™ business unit where he led the marketing and business development efforts of the Consumer Health Products division, focusing on improved campaign management, segmentation and data intelligence capabilities, and new business partnership and product line opportunities.

Rashmita Mistry is the Chief Operating Officer of UnitedHealthcare Community & State where she leads the organization’s short and long term operational goals. Prior to becoming Chief Operating Officer at Community & State, she served as Senior Vice President of Benefit Operations for Consumer Services for UnitedHealthcare’s Employer & Individual business. Before joining UnitedHealth Group, Rashmita held a number of senior level positions leading Global Health Benefits at Cigna, and Global Core Operations at Citigroup.
Vice President, Policy and Influence
Kate Paris is the Vice President of Advocacy, Marketing & Policy at UnitedHealthcare Community & State. Kate is responsible for shaping and advocating for policy agendas as well as positioning Community & State as a trusted thought leader and partner with federal, state, and local health and social programs. Kate has extensive experience in health and public policy and is passionate about improving systems and programs to ensure fair and equitable access to care for the individuals, families and communities these systems serve. She currently serves as the Chair of the Medicaid Health Plans of America policy committee and sits on the board of SNP Alliance. Prior to joining UnitedHealthcare in 2012, Kate had a variety of professional roles that focused on policy, economic development and rural communities. Her work within the agricultural sector to support local food, food processing and renewable energy built a strong foundation and understanding of the connection between food, health and the policies that shape both. Kate has spent time in the non-profit sector and within the administrative and executive branches of state government. Kate received her Masters of Public Administration from the University of North Dakota and her bachelor’s degree from the University of Minnesota Morris.

East Regional Growth Officer
Kelly Reidenbach is East Regional Growth Officer at UnitedHealthcare Community & State. In her role, Kelly leads a team focused on comprehensive growth initiatives centered on better serving the health and overall needs of members, providers, state partners, and communities. Prior to this role, Kelly served as the Vice President of Strategy and Development for UnitedHealthcare Community and State, serving as a leader in procurement strategy development, preparedness, and strategic implementation. Kelly has expertise in policy development and evaluation, growth and operations, stakeholder and provider relations, and strategy development and amplification. She has extensive experience in leading teams and functional partners to advance large-scale projects in complex organizational structures.
Prior to her work with Community & State, Kelly held leadership and senior advisory roles in government. Kelly worked with both state legislative and executive leaders to enhance the health and human services infrastructure of the state. Throughout her tenure in public service, Kelly worked across multiple agencies and departments to develop and advance priority policy initiatives. Kelly holds a B.A. in Political Science from the Ohio State University.
Central Region Growth Officer
Suzy Sonnier is a dynamic leader with more than 20 years of experience advocating for healthcare, human services and education. She is especially passionate about driving results within complex systems through shared strategies, innovative thinking and focused execution.
As a Regional Growth Office for UnitedHealthcare Community and State, Sonnier is responsible for developing and executing growth strategies for all Medicaid markets in the Central Region. Prior to this role, Sonnier served as the Vice President of Strategy and Development for UnitedHealthcare Community and State supporting the Tennessee and Kentucky markets. Sonnier previously served as the founding Executive Director of the Baton Rouge Health District. In her role, she worked with hospital administrators, government agencies, community leaders and healthcare professionals creating a unified medical community to coordinate investment decisions, enhance care in the region, facilitate economic development and position Baton Rouge as a healthcare destination.
Sonnier previously served as Secretary of the Louisiana Department of Children and Family Services where she managed Louisiana’s child welfare, child support enforcement, disability determination services and low-income economic assistance programs. Prior to that she was Chief Operations Officer for the Louisiana Workforce Commission, Deputy Secretary for the Louisiana Department of Children and Family Services and Director of Policy for the Louisiana Department of Health. She holds a Master of Science in Public Administration from Louisiana State University and a Bachelor of Arts in Communication from the University of Louisiana at Monroe.
In 2021 Sonnier was recognized as one of the Nashville Medical News 2021 Women to Watch as well as a recipient of the 2021 Health Care Innovation Awards honorees by the Nashville Business Journal. Sonnier is a graduate of the Nashville Health Care Council 2020 Fellows program and currently serves on the Chattanooga Interagency Council on Homeless and Chattanooga FUSE Advisory Council.

Scott Waulters is the Senior Vice President and East Region CEO at UnitedHealthcare Community & State. As Senior Vice President and East Region CEO, Scott provides leadership, guidance and support for states throughout the East Region. Scott began his career with UnitedHealth Group in 2008, serving in multiple leadership roles including Market Chief Executive specializing in overall health plan operational and financial turnaround, Chief Operating Officer for myConnections™, Chief Executive Officer of the UnitedHealthcare Community Plan of New Jersey, and Vice President Network Strategy and Market Development. Before joining UnitedHealthcare, Scott held a series of senior health plan and corporate positions with AmeriGroup Corporation and Coventry Healthcare. Scott holds a B.A. degree with an emphasis in organizational psychology from California University of Pennsylvania in California, PA.
